Kent County Labour Party Kent County Labour Party (KCLP) is the ‘Labour Local Government Committee’ for the administrative area covered by Kent County Council.   KCLP sets the political agenda and is responsible for setting policy in the form of the election manifesto.   Every Constituency Labour Party in KCC’s administrative area sends delegates to KCLP which meets quarterly.
